What is a universal pass system?

As far as I understand it, it would be a response by the university to pass everyone, without letter grades, given the extraordinary circumstances we find ourselves in, including the inequality among students abilities to perform academically. For example, some students are taking care of parents with COVID-19, at least one student lost a parent to the illness, other students suddenly find themselves homeschooling their children, some students have the virus, etc etc.
